About the Project

The Cowichan Valley Regional District (CVRD) in collaboration with its municipal partners, is undertaking a Recreation Needs Assessment to update and establish priorities for 2025 and beyond (10 – 15 year horizon). The last comprehensive regionally focused planning for recreation occurred from 2017 - 2019 which culminated in the creation of the Regional Recreation Strategic Plan.

The new Recreation Needs Assessment will focus on providing guidance for future recreation (and related) infrastructure. This guidance could include:

  • Facility Enhancements: Renovations, retrofits, and improvements to existing regionally significant facilities.
  • New Facility Development: Recommendations for new recreational infrastructure to meet growing community needs.

The assessment will be grounded in comprehensive community engagement, demographic analysis, facility benchmarking, and other research to ensure balanced, informed recommendations for future facility investments.


How to Get Involved

Your input is essential to developing an accurate needs assessment that reflects our community's priorities. Multiple engagement opportunities are available for you to provide input into the study.

Resident Survey

The Resident Survey provides an opportunity to share your perspectives on current and future facility priorities. Postcards have been mailed to households across the CVRD – each postcard has a unique access code and instructions on how to complete the survey.

Prefer to complete a paper copy?

Paper copies of the survey will be available at the following facilities. If you have your postcard, please bring it with you.

Community Organization Survey

Community organizations and user groups will have the opportunity to fill out an online survey in the Fall of 2025, to provide their perspective on the facilities and spaces that they use.

An email will be sent to the last known contact for facility / amenity user groups and community organizations with a link to the survey and more information on additional ways to provide feedback.


Open House Events

Four informal, drop-in Open House Events will be held across the CVRD. Consulting team members, the CVRD and partner municipalities staff will be on hand to answer questions and engage in conversation. The open houses will provide you with an opportunity to:

  • Learn more about the project
  • Share you feedback on facility strengths and gaps
  • Discuss future recreation facility needs
  • Contribute to priority setting discussions

Open Houses will be held on September 27th and 28th - specific locations and times are listed under 'Key Dates'.


Pop – Up Events

There will be four casual engagement opportunities at community facilities and events in September 2025. Project consultants will be available at popular community locations to:

  • Answer questions about the project
  • Gather informal feedback on current facilities; and
  • Discuss recreation priorities
