Background

The applicant proposes to rezone the subject property from Rural Residential 2 (RR-2) to Rural Comprehensive Development 3 – Chapman Road (CD-3) to facilitate the expansion of the Arbutus RV & Marine Sales Mill Bay/Cobble Hill location.

The original application included an amendment to Official Community Plan for Electoral Areas (OCP) Bylaw No. 4270 to re-designate the subject property from Regional: Residential and Local: Rural Residential to Regional: Commercial and Local: Highway Commercial; and include the property in Development Permit Area (DPA) 9 - Form & Character (Commercial and Mixed-use Development).

With the adoption of Official Community Plan for Electoral Areas (OCP) Bylaw No. 4373 in November 2025, OCP Bylaw No. 4270 was repealed.

The subject property is designated Mixed Employment in OCP Bylaw No. 4373, and is included in DPA 9; therefore, an OCP amendment is no longer required and the rezoning aspect of this application is proceeding.
