The subject properties are located at 8545 Hemlock Road in Youbou (Electoral Area I) and are located at the prior Yount Elementary School property. The properties total approximately 3.11 ha in area.

This application proposes to redesignate and rezone the subject properties from the Institutional designation and P-2 – Institutional 2 zone to permit a multi-unit residential development that would include 19 three-storey townhouses (Lot A), one three-storey multi-unit residential building (apartment) with 26 units (Lot B), and a proposed CVRD park with trail and playground (Lot C). The overall development would include consolidation of the two existing lots and then a further subdivision to create three new fee simple lots (Lots A, B and C).

The proposed development will be serviced by CVRD Youbou Community Water System. An onsite sewage system will be required.
