The subject property is a 7.5-hectare (ha) parcel located on Culverton Road in Electoral Area E. The property was historically used for a sawmill operation but is currently vacant and undeveloped. As part of a previous rezoning application approved by the CVRD Board, the property was rezoned from industrial to the current split-zoning R-6 Bare Land Strata Residential and P-1 Parks and Institutional. The R-6 zone regulations were specifically crafted to address community concerns related to groundwater impacts and protection of neighbouring wells. At present, it appears unlikely that the property can be developed in accordance with the requirements of the R-6 zone, particularly with respect to servicing requirements.

This application proposes to redesignate and rezone the subject property at 5611 Culverton Road, to permit a seventeen (17) lot bare land strata subdivision serviced by a private water system, and to realign the park-zoned area. The applicant is also proposing a private water system and individual onsite sewerage systems.
