Proposed CVRD Acquisition of Shawnigan Village Waterworks
A purchase agreement for the Cowichan Valley Regional District (CVRD) acquisition of Shawnigan Village Waterworks has recently been reached between the CVRD and the current owners of the private water system, Lidstech Holdings Ltd.
The current owners of the water system have approached the CVRD about purchasing the system. Although a purchase agreement has been reached between the two parties, final approval for the purchase is contingent on approval being granted by the customers of the system. Further information on the approval process is given in the FAQ's section on the sidebar of this webpage.
We encourage current customers of Shawnigan Village Waterworks to explore all resources available on this webpage.
The CVRD will be holding a public information meeting regarding the proposed CVRD purchase of the Shawnigan Village Waterworks system for residents of the service area. Inspector of Municipalities’ approval is granted for the two bylaws. Legislative Services Division advises the CVRD Board of Inspector's approval of the bylaws and the Board sets the deadline for elector response submission.
June - July 2024

Alternate Approval Process (AAP) begins. Community engagement continues with a news release and information letters delivered to all customers advising of the AAP.
August 2024

CVRD Legislative Services reports to the CVRD Board of Directors on the outcome of the AAP and the bylaws considered for adoption if the AAP is successful and public approval has been granted to finalize the purchase.
September 2024

If AAP is successful, request to Comptroller of Water Rights for approval of CVRD purchase and transfer of licenses.
If AAP is unsuccessful, the CVRD purchase does not proceed and ownership of the Shawnigan Village Waterworks system remains with Lidstech Holding ltd.
