Proposed CVRD Acquisition of Shawnigan Village Waterworks
The current owners of the water system have approached the CVRD about purchasing the water system. Although a purchase agreement has been reached between the two parties, final approval for the purchase is contingent on approval being granted by the customers of the system. Further information on the approval process is given in the FAQ's section on the sidebar of this webpage.
At the July 24, 2024 CVRD board meeting it was approved to proceed with an Alternative Approval Process (AAP) to gain public approval from the customers of the system for the CVRD purchase. The elector response period will be for 48-days from August 7, 2024 to 4:30 p.m. on September 23, 2024. Action is only required if an elector is opposed to the CVRD purchasing Shawnigan Village waterworks. An Elector Response Form must be completed if opposed to the CVRD purchase. Elector Response Forms are available at the CVRD office located at 175 Ingram Street in Duncan, Shawnigan Lake Community Center located at 2804 Shawnigan Lake Road, Kerry Park Recreation Center located at 1035 Shawnigan Mill Bay road or on the CVRD website at https://www.cvrd.ca/772/Voter-Approval. The Elector Response Forms must be completed and returned to the CVRD office at 175 Ingram Street, Duncan BC between the elector response period of August 7, 2024 to 4:30 p.m. on September 23, 2024. CVRD prepares the establishment and loan authorization bylaws for the new service area and for long-term borrowing.
April - June 2024
Shawnigan Village Waterworks Proposal has finished this stage
Bylaws go to the CVRD Board for first 3 readings and then sent to the Inspector of Municipalities for approval.
June-July 2024
Shawnigan Village Waterworks Proposal has finished this stage
Inspector of Municipalities’ approval is granted for the two bylaws. Legislative Services Division advises the CVRD Board of Inspector's approval of the bylaws and the Board sets the deadline for elector response submission.
August - September 2024
Shawnigan Village Waterworks Proposal is currently at this stage
Alternate Approval Process (AAP) begins on August 7, 2024 and continues for 48-days ending at 4:30 p.m. September 23, 2024. Community engagement continues with a news release on August 1 and August 6, 2024 and information letters mailed to all customers advising of the AAP during the first week of August, 2024.

CVRD Legislative Services reports to the CVRD Board of Directors on the outcome of the AAP and the bylaws considered for adoption if the AAP is successful and public approval has been granted to finalize the purchase.

If AAP is successful, request to Comptroller of Water Rights for approval of CVRD purchase and transfer of licenses. Finalizing of purchase, transfer of easements, etc.
If AAP is unsuccessful, the CVRD purchase does not proceed and ownership of the Shawnigan Village Waterworks system remains with Lidstech Holding ltd.
