NEW Per Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 - an interim Housing Needs Report (HNR) is required by December 2024 and must be prepared in a prescribed format and level of detail. An Official Community Plan and zoning bylaw must plan to accommodate the HNR projections. The new HNR must consider growth for 20 years. The CVRD is initiating the Housing Needs Report interim research now.

The Cowichan Valley Regional District (CVRD) has developed a Regional Housing Needs Assessment in partnership with its member municipalities and nine electoral areas. This housing needs assessment will help us understand what kinds of housing are most needed in our region's communities now and in the future, which will help inform the official community plan and development decisions.

One report has been prepared for the region, one for each electoral area and one report for each of the four municipalities within the CVRD. The regional report provides additional information, such as a glossary of terms, project overview and context, a description of the housing spectrum and a detailed description of the methodology.

Each includes the following sections:

  1. Demographic Profile
  2. Income and Economy
  3. Housing Profile
  4. Projections
  5. Housing Needs
  6. Affordability of New Development
