The Cowichan Valley Regional District (CVRD) is creating an inclusive, comprehensive three-year Accessibility Plan (the Plan) for the region, focusing on identifying, removing, and preventing accessibility barriers, with a people-first approach that centers the perspectives of people with disabilities and anticipates key issues. The Plan will meets the needs identified in the Accessible British Columbia Act.

The Plan will focus on several key areas:

  • Built environment: Improving accessibility in CVRD—owned and operated facilities, regional and community parks, and other CVRD infrastructure. This includes both the physical infrastructure and operating policies/procedures.
  • Transportation: Addressing accessibility in public transit, including infrastructure and operating policies/procedures.
  • Delivery of services: Enhancing accessibility in recreation, culture, civic services, and public works.
  • Information and communication: Ensuring accessible service and communication channels for residents, such as the CVRD’s website, service portals, and meetings.
  • Employment and procurement: Removing barriers for current and future CVRD employees, as well as reviewing the CVRD’s procurement processes to create opportunities for vendors that prioritize accessibility.

  • Register to Plan Your Cowichan and complete our online survey. Printed copies of the survey are also available at all CVRD recreation centres (Cowichan Community Centre, Cowichan Lake Recreation, Kerry Park Recreation Centre and Shawnigan Lake Community Centre) and the Ingram Street Office. Once you have completed the survey, please return it to reception at 175 Ingram Street or email it to Legislativeservices@cvrd.bc.ca. All surveys must be submitted by Friday, May 29, 2026.

  • The Cowichan Valley Regional District (CVRD) is creating an Accessibility Plan to identify, remove, and prevent barriers to access in all CVRD spaces, programs, and services. We are asking for community feedback to make sure that the Accessibility Plan reflects the diverse needs of people living, working, and playing in the CVRD.

    The Cowichan Valley Regional District requires an Accessibility Plan to address region-wide services, infrastructure, facilities, and spaces that fall outside of municipal boundaries.

    The survey will help us understand: 

    • What accessibility means to you
    • What barriers you may have faced in CVRD-operated spaces, programs, and services, and what actions the CVRD can take to remove these barriers
    • Positive experiences of how accessible buildings, or programs in the region have enhanced your life

    There are 15 survey questions about accessibility, and four optional demographic questions. You can answer for yourself or as a caregiver.

    Feedback will be combined and summarized to help identify overall themes.
